With reference to my Confidential despatch

of 15th January, 1927, in which I raised the question of the appointment of a Labour Advisory Board to deal with problems relating to the pay and conditions of Chinese labourers in this Colony, I have the honour to enclose for your information copy of a report by a Committee which I recently appointed to consider the rates of pay suitable for office attendants, messengers, coolies, caretakers, and similar grades of employees in the Government service.

I propose to accept the recommendations of the Committee and provision will be made accordingly in the Estimates for 1928.

A copy of the report is being sent confidentially

to the local Military and Naval Authorities.
